Requests for Proposals (RFPs)

The City’s Office of Housing and Community Development (OHCD) typically issues two Request for Proposals annually for Philadelphia Housing Trust Fund (and other city-controlled) resources to support the development and preservation of affordable homes:

1)  Gap financing for affordable rental housing developments seeking Low Income Housing Tax Credits and PennHOMES funding from the Pennsylvania Housing Finance Agency that coincides with the Agency’s LIHTC cycle/deadline, and

2) Gap financing for the development of new affordable homeownership or rental units (not seeking LIHTCs), or the preservation of existing affordable rental units.
