Housing Preservation & Home Repair

The Trust Fund has allocated funding to four housing preservation and home repair programs administered by the Philadelphia Housing Development Corporation:

  1. Existing Housing Preservation: Provides financing to nonprofit organizations to make investments that will preserve existing rental housing developments.
  2. Basic Systems Repair Program: Provides grants to low income homeowners on a city-wide basis to upgrade major systems in their homes such as electrical, plumbing, heating, roofs, and structural repairs.
  3. Targeted Housing Preservation Program: Provides grant funding on a rolling basis to CDCs and other community-based organizations to support the preservation of owner-occupied homes in a geographically targeted area, through both basic system repairs and visible façade and streetscape improvements that also benefit the broader neighborhood.
  4. Adaptive Modifications Program: Provides grants on a citywide basis to make existing homeowner or rental homes accessible to people with disabilities.
  5. Homeownership Rehabilitation Program: Provides financing on a rolling basis for the acquisition and rehabilitation of vacant homes requiring moderate rehabilitation for sale to low-and moderate-income first time homebuyers.  Financing is provided through a combination of private debt and public subsidy.  Identification of appropriate properties, financial packaging and development is carried out by participating non-profit developers.
